If they are getting scared, you are most likely being too aggressive.

Yes probably too intense. Women are a bit more sensitive to subtle body language stuff usually. Try to be relaxed and polite and never 'stare'. Just smile nicely. Think Brad Pitt, not Gene Simmons.

Personally I smile back only if I like what I see. Otherwise, I pretend not to see. Can't say anything about 'being scared' cos I would have just ignored if I didn't like....?!
I've been scared before, and so has my daughter. Actually, its hard to imagine there is a female alive who hasn't been looked at THAT aggressively.

Big bulging eyes, staring, a creepy smile, raised eyebrows, or a combination of all of that can for sure scare.
Subtle nice/sweet looking smiles are always nice and have positive reactions from ladies in most cases.
