It means she is trying to be nice to you. No, it may not be the unvarnished truth, but she is trying to say she doesn't think you are scum and she doesn't hate you and she wishes you the best even though she doesn't want it to be with her.

for me it meant.
"i love you, a lot. but so we both don't get hurt even more so down the road. i think it's best that we break it off now."

As a man,this much I know abt this.
"She may loves u,but it's not that powerful enough to go on with u" This is the chemistry of that word that we say sometimes to our partner.
if she was trying to be kind, she probably wouldn't have gone that overboard with the whole "I truly love you in my heart"-bit. I've said this to a guy before, and I really DID love him. We just didn't find a way to make it work as a couple. I still love him probably, but not in the needing-him-type of way. Not everyone are a match. If she loves you, be grateful and accept it.
