"Partner is not supposed to touch sex organs frequently/randomly. There should be a strict process for sexual relationship; even touching should not be allowed beyond allowed time period. Frequency of sexual relation should be defined weekly, monthly or yearly. A fixed time period will be given to partner for sexual activity."

Are you able to touch your partner in a loving, yet non-sexual way?

Touching that ONLY leads to sex is a common complaint for many couples. I'm assuming you are a guy?

I would try to be loving & touch intimately (but not sexually) for a period of time & see if it leads to her initiating sex. Say a month, if you can stand it.

I often touch and say suggestive things to my girlfriend, regardless if I'm in the mood or not. I think it's fun, and if things are rollin' right for the both of us, we'll end up in the bedroom. It did lead to a little conflict before though because she would expect sex when I wasn't really in the mood (too tired) to provide it.
