Flirting is sexual, banter is simple teasing but can have sexual feeling.

Flirting usually has further intention behind it, at least it can lead that way if interest is right. Playful banter can happen between strangers, friends, or even people who you know are already in a relationship. But these are both terms that are open to definition and interpretation.
