Why is this?
I'm a pre-mature typer and sometimes I "finish" within the 30 seconds.....and it takes me less time....

It's to prevent spammers from posting 50 threads all at the same time or something

TAVS is right. There are too many happenings on the internet and of course a lot of spammers around hopping from forum to forum to spam.
