Can't figure him out

Hey everyone.

I've been seeing this guy a bit for a few months now. He's friendly, polite, texts me everyday to ask how I am, and generally gives the impression that he cares a lot about me. Here's the thing though; whenever we meet up he's only interested in one thing. He's never interested in just going out, like for drinks or anything. The only thing we've ever really gone out and done is swim at the hot pools, but we had a private spa so we pretty much spent the whole time making out. Don't get me wrong, I do like the sex. I love being close with him. But here's the other thing, whenever I suggest meeting up he gives the impression that he's interested by asking me what I have in mind, then turns around and says 'not tonight'. He acts like he wants to see me all the time, that he's so turned on by me and can't get enough, but he has to be the one who decides if or when we meet. If I ask it's always no, even if he's got nothing else on and he's just going home for the night. I don't get it, and quite frankly I'm starting to feel like nothing more than a booty call. He says we're friends too, but don't friends hang out and do stuff together?

So what's up with this guy? Does he care about me or am I really just his booty call?
