Not entirely true...They can do what they want during Rumspringa, and a good portion do whatever the rest of us get up to. (often way more than most could even imagine).

Then they choose whether they wish to remain with the community. Most do....willingly.

I watched a documentary about Rumspringa... it was rather surprising, but I like that the girls are given this opportunity to misbehave without social stigma, too.

I think you should do it when you feel comfortable with it. If you put a time frame on it, it wont feel natural. You are the only one who can judge when that time is right for you.

There's still stigma for them... they're under no obligation to behave, but their parents tend to not easily let them go off and do what they want. I've partied with plenty of amish dudes, but only once ever saw a pair of amish girls in a club dancing and boozed up.
