I first read about it in a far more credible source than a wiki page, but I'm not going to bother tracking that down. If you're interested do your own looking. The professor in charge of that project admitted to having launched the very balloon that was recovered. If you want to believe that's a government cover up go right ahead.
I think it would be incredibly arrogant to assume that there is no other life in the universe, even intelligent life. However, I don't believe that life has reached Earth. I'd love to think so, but the universe is so vastly enormous it's beyond comprehension. Even traveling at the speed of light wouldn't be fast enough to get anywhere.
Like you say, Tone, who knows? Maybe there's other means of hopping from galaxy to galaxy. At this juncture I don't see any reason to believe so, and so I don't really pay much attention to the idea that aliens have visited Earth.
