What exactly do I need to do to my hair? I mean thats generally what it looks like, but I was wearing a hat before I had got there, so it was flat.
Oh and don't hate on the t-shirt those shirts are expensive

Honestly?
You don't look bad, and with the right attitude you could pick up plenty of girls regardless of your hair cut.
But a new hair cut wouldn't hurt.

You look fine. If you want to impress the ladies stylize your hair and wear something more fashionable. I think you'd look cool in a suit.

Your bangs/fringe/whatever are cut too blunt. Let it grow more naturally, maybe even a little longer.

I think the cut is fine, but you need to use some gel to style it with. Put about a quarter size in your palm, rub your hands together to distribute, and run your hands through your hair. Brush your bangs up and off to the side, away from your face. Do not use a comb.

Bob your looks are fine, but your hair IS tragic. Virtually everyone here has zeroed in on that fact.
Let it grow a bit long and then find a high quality (translate "expensive") salon in your area and put yourself in their hands including styling tips as vashti suggested. You need a $50 haircut to serve as a template for your $15 barber, dude!
