My guess is that you said or did something stupid

She does this a lot. Could it be her way of flirting?
Need more information, though it could be a term of endearment depending on how they said it.
I can't imagine "silly" being an endearment or flirting. It's far more likely that you did or said something stupid or inappropriate. What happened before she said you were silly?

If there was a giggle in her voice when she said it, she was flirting. "You're so silly" translates to I like you, you make me feel happy & giddy, It's not the best vocabulary choice but it is a positive,
I asked her a question and her reply was "no silly"

Well,you silly, she could like you but calling you silly certainly doesn't verify it. I know that what you want to hear is what the poster above is telling you. However: Its more like its a polite way of telling you that what you asked was wrong and to reassure you that she doesn't hold it against you.
She may like you but it doesn't guarantee that she does, that's for sure.
If you like her, you should ask her to go on a date with you. If she says yes, then that would be a sure indication that she's interested in you romantically.

I sometimes call some of my male friends "silly" with a non-flirty smile on my face if they say or do something silly, doesn't mean that I'm attracted to them. You should ask her out, then you'll know if she likes you "that way".
I say don't over analyze it. She most likely didn't mean anything by it, and it may have been a term of endearment.
