Im not disputing that, but to say "This is japanese - The japanese have sexual fetishes - Therefore it has to be a sexual fetish of some sort!" is dumb.
Cosplay is the term for the "anime dress-up", and since it's done for fun and on occasion it's far more harmless than western girls who dress up like skanks on a daily basis. With there being just one or two full-length photos ( all the other ones were practically chin-up), with it referring to barbies rather than manga, and with western artists like Nicki Minaj it's hard to pin the blame overseas and on fetishes.

I don't think that is legal in Japan. Some businesses created that for shock value. I highly doubt they are really panties worn by girls.
Lipp you are right. There is absolutely nothing sexual about cosplay and I think dad's the world over would be pleased to have their daughters dress like this (and make the top 20):
