Mao told his people to procreate, then ended up with a population problem in China. Now couples are only allowed one child or they have to pay a hefty fine. In Africa the situation is different, many children don't make it to adulthood so mothers have 8 so that one will make it. Further, there is lots of rape and orphans.
If you are asking which countries are liberal and sexy I would say the Scandanavian or Spanish, they are free with their bodies and share love and good spirit of love making.

And many of the conditions where woman don't have control over contraception are oppressed.
There is also a problem with gender selection in the Middle East and Southeast Asia who prefer boys, thus girls are aborted.
