It's safe for her to say what she says, because she obviously isn't in the UK....there is no 'real' and current opportunity for her to take you anywhere, let alone a bedroom.

More than flirting, but I'd find a girl closer to home.

Uhh, no, it's not harmless flirting. Harmless flirting is "ooh, you look sexy in that dress.. guys better watch out tonight!" or complimenting something about a female friend, whatever. It's not hoping/wishing/propositioning for sex, which is what that conversation is. Of course he's going to try to sell you it's harmless flirting; it's an affair (you don't need to actually have sex to have an affair, although it sounds like those two have full intention of sleeping together.)
