Geez...its just facebook. Some people add hundreds of people everyday. Accepting his request might mean nothing to him. If you like him, you probably have to make other moves.
Answer to question 1) answer a request to be a friend as soon as you notice the request. If you want to be friends with that person and you now who they are. Answer to question 2) answering a stranger request can sometimes get you into trouble with someone that may be looking for a play thing or sometimes something worse. I would not answer a request if I don't know who the person is.

Judging by the date this question was posted and today's date, you should have added him by now. If not, I think you should wait two years before adding him... maybe even three. Seriously
