The truth is that yes, there is much less risk involved. The risk however, is still there. First of all, sperm live inside the vagina for a few days, I think it is up to 4 days. Sometimes girls get their period early. VERY early. That means she could ovulate irregularly. If that happens, then she can become pregnant. The lowest risk would be to have sex on the first or second day of her period. You can do it in the shower. Again, risk exists, and sometimes girls have small and weirdly timed periods and then ovulate. So your idea to have unprotected sex on the last day of her period is not too smart.
