Just go up, dont take ages to finally grow some balls and do it. or else if she notices before you do it, she will think your a pussy.

There isn't a technique you need to learn, it usually comes naturally and the flirting should be natural. Don't over do yourself, otherwise you'll just look like a dumb ass and conversation killer.
