Misombra---Forehead is still acceptable. The worse is if he gives you a kiss on the cheek. That's like, "I don't like you in that way, but am letting you down easy" :-/

I'd take it as a sign that he just wasn't sure if you were ready for a "real" kiss. I'd take it as a sign that he is interested in you and doesn't want to run you off. If he was just in it for the nookie then it would have been a big wet one.
